Teacher Certification Exams – UUP Comment Portal


The UUP leadership welcomes member comments and suggestions to inform our discussions with State Education Department officials, Board of Regents members, and legislators. We are seeking input on the edTPA and other teacher certification exams.

PLEASE NOTE: All comments and information submitted through this portal will be kept confidential.

At no time will the names of individual members or information that can be connected to individual members be revealed. Respondents must submit their names so we can verify that they are UUP members.


edTPA (educative Teacher Performance Assessment)

UUP has three representatives on a state edTPA Task Force, which was convened by the Board of Regents and has been charged to review issues and concerns raised by the field with regard to the edTPA.

SUNY, CUNY, private colleges, K-12 teachers and administrators, students, and other unions are also represented. The state task force has been asked to assess all possible options - from the status quo (no policy change) to allowing institutions/programs to select other performance assessment options. Task Force meetings began in April 2016 and will continue through the summer months.

Here are some questions to consider:

        • Should the edTPA remain the only performance assessment allowed in New York State or should there be other options?
        • Should the edTPA (or any performance assessment) be a high-stakes requirement for initial teaching certification or should performance assessment be used differently?
        • Should the edTPA (or any performance assessment) be formative rather than summative?
        • Are there specific things about the edTPA and its implementation that should be changed?
        • What have your experiences with the edTPA been?
        • Do you have experience with and/or knowledge of alternative performance assessments that you would recommend? If so, explain.

Academic Literacy Skills Test (ALST); Educating All Students (EAS); Content Specialty Tests (CSTs)

UUP continues to call for an evaluation of these certification exams. Information and suggestions we receive are communicated to the State Department of Education and the Regents Higher Education Committee. The Board of Regents has discussed concerns about content, student costs, cut scores, score report issues, etc. Changes are in process for some of the exams.

UUP will utilize member comments and experiences in our continued efforts to advocate for a sound system of teacher certification exams.
