Tentative agreement, advocacy top Winter DA agenda

uupdate 2-27-13

UUP President Phil Smith addresses more than 250 delegates at the union’s 2013 Winter Delegate Assembly in Albany.

A detailed explanation of UUP’s new tentative contract agreement with the state and Smith’s call for members to become more involved with advocacy efforts highlighted the 2013 Winter DA, held Feb. 24-25.

Smith also announced that he would not seek reelection as president. A new leader will be elected at the 2013 Spring DA in May.

Smith, who has led the union since 2008, surprised some with his announcement, calling it a “personal decision.” “It’s a good opportunity for me and the union to move forward,” said Smith, 67, who said he made the decision several months ago but waited to make his announcement until after a tentative agreement on a new contract with the state was reached.

Candidates running for statewide office in May will have until March 15 to submit statements to be posted on UUP’s website. The one-time deadline extension, approved Feb. 24 by the Executive Board, allows candidate statements to appear on the website’s Elections page The deadline for candidate statements to appear in The Voice is March 1.

Vice President for Academics Jamie Dangler, the union’s chief contract negotiator, spoke for nearly two hours, providing a detailed explanation of UUP’s tentative five-year pact to delegates. The contract, approved by UUP and the state Feb. 13, would be retroactive to July 2011. Highlights of the tentative contract are at

Smith urged delegates to get members at their chapters involved with the union’s advocacy efforts—which includes calling for more state funding for SUNY and SUNY’s public hospitals—by taking UUP’s message to legislators in Albany and their community offices.

Delegates approved several resolutions, including making chapter officers of contingents a chapter’s fourth delegate, and a special resolution to honor late Brockport Chapter member William Rock, a founding member of UUP. Retiree Bob Kasprak was honored with the Pearl H. Brod Outstanding Active Retiree award.

Highlights of the Winter Delegate Assembly will soon be posted on UUP LeaderNet.
